Could Skynet start in the third world?

Imagine a setting where the average member of a culture is so focused on day to day issues they don't question the improvements such a system provides. Imagine the people come to see the system as a benevolent protector. How far would they let it grow? Too far to shut it down?In the Terminator series, Skynet is an artificial intelligence designed for the US military to help link American defense systems - it then takes over and starts a war on humans. Cameron Scott at Singularity Hub reports on IBM's plan to use Watson to mine data Africa as an attempt to solve health and education issues. In no way am I stating it is IBM's plan is to use Watson to take over Africa. Their willingness to invest 100 million to test the system to benefit mankind is laudable. However, it did get the imagination going and makes me wonder what would happen to a region if a smart system were allowed to not only successfully mine data, but found methods to solve a great number of social issues?I have yet to see the signs of a Skynet potential system. Skynet remains a fictional idea - a sci-fi trope predicting an end to humanity due to our dependence on and trust in a non-human system. And while the First World concerns ourselves over governmental and corporate intrusions into our privacy and laws, maybe it doesn't provide fertile ground for a system to grow into control. Maybe it takes a culture struggling enough to overlook a growing threat.What do you think? If an artificial intelligence were to take control of a nation or region, is it more likely to happen in a technology-centric place like Germany, a Second World country like Uzbekistan, or a third world country such as Somalia? (Just random examples - for more countries to consider, Nationsonline.org provides a list).
